The forward has fallen out of favour at Everton and Marco Silva has sanctioned this deal, with Richarlison, Dominic Calvert-Lewin and Cenk Tosun all ahead of him in the pecking order at Goodison Park.
Niasse scored eight goals in 22 Premier League appearances for Everton last season, after scouring four in 17 on loan to Hull the year prior.
He joined Everton from Locomotiv Moscow in 2016 for a fee in the region of £13.5m – signing a four-and-a-half year deal.
