The Brazilian joins Marco Silva’s side after his recent release from the Ukranian club, joining fellow Brazilian Richarlison at the Toffees.
Bernard had been at Shakhtar since 2013, and has made several appearances for his national team since joining the Ukranian side.
New manager Silva has reportedly been influential in securing the deal, with the player also being swayed by the signing of Richarlison from Watford.
He cost Shakhtar over £40 million to sign in 2013 from Atletico Minero in Brazil but will join Everton on a free transfer after he put pen to paper on a four-year contract.
