Holgate has also been heavily linked with a move to West Brom’s promotion rivals Leeds, but the Baggies look to have beaten the league leaders to the deal.
The 22-year-old has started four Premier League games this season, after making 15 league appearances last season for Everton.
However, he has since fallen down the pecking order at Goodison Park and looks set for a switch to the Hawthorns in search of more regular game time.
Marco Silva appears to have sanctioned the deal and is happy with the other options in his squad.
